Licensing Purposes Only - BC


The BC Homeowner Protection Act, (passed on July 28, 1998 to strengthen consumer protection for new homebuyers and improving the quality of residential construction in BC) requires the licensing of all residential builders through the Homeowner Protection office (HPO). The Act also makes third-party warranties mandatory on new home construction in BC. According to the HPO, licensing establishes minimum standards required to enter and continue operating as a residential builder.

Owner-built homes, factory built homes, hotels, motels, dormitories, care facilities and float homes are all exempt from the licensing and warranty requirements. Purpose-built rental housing (multi-unit, single title, built for rental purposes) is also exempt from warranty but not licensing.

This means that builders who build purpose built rental housing require licensing but not warranty. The legislation also states that General Contractors who are building for a developer/vendor must also be licensed and be approved by a warranty company.
